Why l can add one of my nieces to my family sharing and why l can’t add the other niece. And both of them are in Turkey. And l am in San Francisco USA

You have to live in the same country, and there be using the same iTunes Store - if you live in the US you can only use the US store, if they live in turkey they can only use the turkey store, so cannot be part of a Family Share
This is a user to user support forum. You're getting the benefit of other user's knowledge, experience and time for free. I don't know what the circumstances were that allowed you to link your first niece into your family sharing account, but my guess would be that her account is attached to the USA store where yours is, rather than to the iTunes Store in Turkey. Nobody is accusing you of intentionally breaching the terms of the store or accusing you of a crime. I know that almost nobody actually read terms and conditions but they exist, and may sometimes be inconvenient. You should by now be aware that Apple's services are meant to be used in the country where you are normally resident, and Apple may attempt to prevent cross border sales as they are contractually obliged to do. Family sharing is limited to members using the same national store as one of those technical measures.

That implies either you or here are violating the store's terms and are using the wrong country's store
Thank you so much for your message. I first time use this platform and l didn’t know about customer to customer platforms. Instead of giving some explanation to how it did work before. Other customers made me feel so bad / now l figured it a out it not allowed to share and l will keep searching how it did work before. You let explanation was good actually. .
