Going into System Preferences doesn't appear to help as I've toggled all of the available options within the Dock preferences. Automatically hide and show the Dock is currently unchecked. Moving the cursor to the bottom of the screen also doesn't bring up the Dock as it normally would.

Did you try changing the location from the bottom to the side and back again?
Boot into Safe Mode and try from there.
NOTE: Safe Mode boot can take up to 10 minutes as it's doing some system cache cleaning, volume verifying and directory repairing.

I booted in Safe Mode as you suggested and the Dock appeared. When I rebooted in normal mode the Dock disappeared again?
Dock no longer available after installing macOS Catalina.
