Do you mean you're stuck on which country to pick, or the installation has frozen at the part where you pick a country, usually after you pick a language ?? Just click on the flag on the top right of your screen if it shows up. that mostly affects spelling and typing, but you have to pick one (you can change it after if you don't like it). IF it's the 2nd one, then you'd have to hold down the power button to force shutdown of your Mac Book (don't worry, you won't hurt anything), and disconnect the charging cable. Then after it shuts down, reset the smc/pmu and zap pram.
here's what to do if your mac book has the T2 security chip (It probably might)

and here's what to do if it doesn't

(yup, both weblinks)
as for the 2nd one that's the same on notebook or desktop computers. With a usb keyboard plugged in (bluetooth doesn't work well, if at all, so not recommended for startup), hold down the apple, option, p and r keys together for about 3 chimes (or bongs) then let go of the keys and let the mac book start up as per usual.
hope this helps you a bit
