I'm traveling to Miami from Chile and I want to buy a macbook to pick up at a store. Are there any restrictions?

You will need to pick a model which is available at the store; ordering to have it delivered to a store is too unpredictable due to possible shipping/pickup conflicts. And don't forget the possibility of having to pay import tax in your country. And the question about warranty coverage.
No. You can buy anything you want at a physical store. Nobody will ask for your nationality or provenance.

You can buy whatever you want. Just be prepared to pay some significant taxes and duties when you import the computer back to Chile.
If you need a Mac with a localized keyboard for another country, they may not be in stock in a US-based Apple store. Call ahead.
