A few more details might help. In what way is your iMovie not working? Are you able to open iMovie? What happens when you try to create a project? If you can create a project, can you edit it? What happens when you try to share out a movie to File on your desktop? The issue may be a glitch specifically related to the upgrade to Catalina, in which case Apple would need to address that.
Meanwhile, update to current iMovie 10.1.13 if you have not already done so.
If you kept a Time Machine backup you can revert to your previous operating system. Here's a copy of the Help menu instructions:
Short of reverting to your previous operating system, there might be other things you can do to address the problem, such as deleting preferences, opening in a new library, or booting up in Safe Mode.
To delete preferences open iMovie while holding down the Option and Command keys and selecting to delete preferences in the box that appears. iMovie will open in a new library. Reopen your old library to get back to your projects. Now see if iMovie works properly.
To open in a new library, open iMovie while holding down the Option key and select to open in a different library or to create a new library.

You want to boot up in Safe Mode and, after everything loads, immediately shut down and boot up in normal mode. Don't try to open iMovie in Safe Mode because it won't open. Just boot up and shut down and reboot.
