Should I be required to use a PIN with an Apple Pay transaction?

Until recently, I've been using Apple Pay at a local merchant. Dozens of times, in fact. No muss, no fuss. Today, it changed. I was asked to put in my PIN. This has actually happened before. Until now, I just hit the enter key, without typing in my number, and the transaction continues. Today, however, when I hit enter, it cancelled the transaction. Now, I know there are quite a few moving parts here. I don't necessarily blame Apple for this. But it was my understanding that Apple Pay obviated the use of a PIN. Frankly, I suspect software writers for the terminals used in the store for adding the requirement. But before I go griping to the store company, I'd like to make sure of what I think I know. Can anyone shed some light on this subject? Thanks.

That's pretty sad. It would seem to cancel out the convenience of using Apple Pay in the first place. In other news, I used Apple Pay in a sandwich shop yesterday, and as soon as my phone dinged that it had been read, out came the receipt from the machine. I asked the cashier if it ever asked the customer for a pin. He said, no, never. So, I know I wasn't hallucinating not being asked for a PIN previously. I still think that the software writers for the card terminals are adding a requirement that shouldn't be there.

I should add that I got out my actual card, and paid that way. Same card as was being used in the attempted Apple Pay transaction. When I was asked for a PIN there, I hit the enter button with no PIN, and everything seemed to be fine. This is troubling to me. I was being asked for more information for an Apple Pay transaction than I was for the same transaction with an actual card. Was gibt?
