Here's the fix. It's a peculiarity of Mission Control. Open Mission Control in System Preferences and check the box that says "When switching to an application, switch to a space with open windows for the application." (This choice must have been the default previously, but not in Catalina.)
I agree. I was quoting someone else who suggested it and then saying it is not a fix.

Nothing to do with skill. It is what is still happening. A simple fact.

Actually we have 2 people with at least 6 machines that work normally so your probability calculation will be off. :)
I assume that the person who claims he does not have the problem does either have one type of machine that indeed does behave differently or, which often happens, does not talk about the same.
There's actually two people in the thread who claim it works as it should.
I've just found an old thread about a similar issue many years back and every poster understood something else. The question was the same like it is asked here and only those who have the issue will immediately understand what is meant. For someone without the issue it will perhaps be non-comprehensive at first glance.

However that is, right now i have to click twice on the dock icon to open mail the way it was working with one click before.
Perhaps your Mail icon is thicker and requires more pressure. 😎
Not yet Dialabrain, it only arrived while I slept, but I tested Guest account which was OK, then logged back into my account and again NO problem, so it is some sort of minor random temporary glitch of no real importance imo.
Without hi-jacking the thread I have more annoying Mail problem than this minor thing, (as an Outlook.com user.)
Well I have not tried this as I am away from my mac and never use the Dock, but I will test.
Before that I just would like to clarify something: the issue is not that Mail does not open with a single click on the Dock icon. It does. The issue is that Mail’s Message Viewer window does not open. Just to set the record straight. Macs are not like Windows. An application can be open (as evidenced by its menus appearing in the menu bar, by the dot under the Dock icon, by it showing in the application switcher when you press command-tab...) and not have any windows open.

Just to clarify Luis's post. DO NOT try and quit Mail by clicking the red close button. all that does is close the window. So the next time you open Mail it will open in the same state, with a closed window. Use "Command + Q" or "Quit Mail" from the Mail menu.
Hardly a storm in a teacup, unless you mean about some trying to defend or belittle the change.
Some found a problem, now we know what it is, whether they ever put it back to the same as all of the other Apps ...well, we'll see (but nothing else works this way so no idea where the brain f art came from.
Me? I close windows for desktop space, and quit Apps to get my processing overhead back. But YMMV.
Anyway ...I think that's all that need to be said, we know what it is and don't need any flag waving.
You already have had to treat apps differently. Apps that have no function when the last document window is closed should auto-quit when you close that document window.
Apps that have a function even when all windows are closed should not auto-quit. It’s been that way for about two decades.
