“This Person is not Active” Apple ID message

It would be better if you can please post a screenshot, in order to understand the phenomenon better.

You may get better and prompt responses if you may kindly provide the iPhone Model that you have and the iOS version if it is known to you.

It's a really bad idea to post your email address/ID, even in an image - it's an invitation to spam and a security risk - and I've asked the Hosts to remove it.

I See you are Connected to a VPN.

On the top-left corner of your screenshot, you can see a VPN (Virtual Private Network). Disconnect from It.

Are you using security software? If so, remove it from your Device. It is useless on all Mac devices.

The issue is most likely that you are being seen as a user from a different location — a location that is a country that has no usage to Apple Services.

To turn it “on” or “off”, you would need to connect to the Internet, login to your iCloud Account

3. Tap: iCloud
4. Tap: Find my iPhone
5. Tap: Find my iPhone
6. Enter: Your Password
7. Tap: Turn Off

The IMEI number is irrelevant in this issue.

Do you Even Have an Apple Account?!

Seems you should call Apple. Maybe your account does not exist. Perhaps you use a different login name? Or the account was closed(a *pure assumption on my part, but you never know).
