In iOS 13.2 a tiny iPhone keyboard comes up instead of a full screen width iPad keyboard

In iPadOS 13, you can pinch closed to shrink the keyboard,

to return to the full-size keyboard, pinch open. On the full-size keyboard, you tap keys to type (rather than slide). You can also use external keyboards to enter text on iPad. See Use Smart Keyboard and Smart Keyboard Folio with iPad and Use Magic Keyboard with iPad.

To get the keyboard back to standard from floating is press and hold the ___ line under the space bar and drag the keyboard to the bottom of the screen. It should snap back to standard keyboard.

Using your thumb and forefinger, place them on the keyboard and spread them apart. This will restore keyboard to full size.
