I have noticed that since upgrading to iOS 13 that the virtual keyboard covers text fields at the bottom of webpages and you can't scroll the page up to see what you are typing. I am on version 13.1.2.

Try using iPad's floating keyboard by pinching-in on the keyboard. This will shrink the keyboard down so you can see more of your content.
We have tried that and it does alleviate the problem, however, I would expect it to move the screen up when you have the keyboard docked so you can see what you are typing as it did in iOS 12. I cannot believe that the expected functionality is to switch keyboard positions based on where the textfield is that you want to fill in.
