Adding contacts to groups within the Mac App

In Mojave on my MBP I could drag a contact into a group, and it joined the group.

In Catalina I can drag the contact towards the group, It does not join the group

I know I can use iCloud via safari to do this. I've done it successfully. I do not wish to do so in the future and I did not need to do it in the past. That is an added level of complexity that was not present in Mojave
