Unless you know and can get the owner whose Apple ID and Password the phone is locked to, to remove the lock, you can do NOTHING with the phone. Activation Lock cannot be bypassed by anyone other than the owner who locked the device.

Apple will not help you. We cannot help you. You in essence own a completely useless device.

Either get your money back or recycle it as it can never be used without their assistance.

Ask the person who set the lock if they'll remove it; if you can't reach them, that iPhone is useless. The activation lock is an anti-theft measure.
