Activation Lock
Hello i'm new. I bought second hand iphone 4s. This phone is have activate lock. I cannot access iphone fully. Can Apple remove apple id from this device? And i have Iphone 4 it says "Unable to activate." Please help.

Since this is a second hand phone, Apple cannot remove the activation lock. If the prior owner cannot help you, your only option is to return it for a refund if possible or recycle it and get a phone you can use.

If it’s stolen then Activation Lock is doing its theft deterrent job. And just owning a stolen device is a crime, even if you didn’t know it was stolen.
you need the apple ID password to unlock it. Find the one you bought the phone from and tell him to unlock it. U can’t do it otherwise
They don't know apple id. Only Apple can remove it with imei.
Then you might have to get it to an authorized by apple store to see it and maybe unlock it

Apple will NEVER remove activation lock on a used phone. NEVER. The phone is useless without the cooperation of the person who enabled this theft deterrent feature.
