Stuck on screen time set up after updating to Catalina

After updating my macbook 2017 to Catalina, it won’t let me get past the set up screen for screen time. I can’t click on “back” nor “continue”, when hovering over “set up later”, the little arrow does turn into a little hand, suggesting clicking is possible, yet it’s not. Turning it off and on again has no effect, neither has option-command-escape. Help
