iOS 13 connecting to iTunes
Does this "software update" needed to connect iOS 13 to iTunes mean updating to Catalina?

No, it will be a patch to iTunes to allow it to connect to the device.

With Catalina, the software update was moved to Finder after the removal of iTunes.

Does seem like it wants you to upgrade to Catalina. I see no patch for iTunes???? Update: If you just click Install it is just an update. If you follow the learn more it shows you the Catalina upgrade option. So, it can be confusing. But, I just clicked Install on the popup and just got a short update to iTunes.
