get macOS High Sierra doesn't work on mojave.

Oct '19 - The get link in the app store no longer works.

After clicking the Get link in the app store, Software Update says "The requested version of macOS is not available."

Is this temporary or permanent? I'm on Mojave and need to install High Sierra on another mac.

The App Store does not allow you to download an older macOS version if your Mac is running a newer one. the App Store presumes you want to install it, it does not know you want to download and install on another Mac. Try downloading on a Mac with an earlier version of macOS, that can be upgraded to High Sierra, and when the download completes and before the Install

procedure begins (you can quit it) open the Applications folder and look for Install macOS High Sierra.app.
