lost notes and contact

The Apple ID I am currently using is not registered on the iCloud. A previous Apple ID was signed in on that iCloud account. I tried to change the details such as the Country/Region (from Philippines to UAE) tab because the currency in the App Store is still Philippine Peso. After changing, the Notes and Contacts were changed/lost. The notes that are saved were from 2017 and the contacts are from the old iPhone. I don't have a back-up in iCloud with the current Apple ID that is why I could not see a folder 'Recently Deleted' at Notes.

How can I retrieve the lost notes/contacts?

Thanks for visiting the Apple Support Communities! I understand you're missing contacts and notes on your iPhone after signing in to your iPhone with a different Apple ID, and changing the Apple ID country.

Contacts and notes can be made available automatically to your iPhone via your mail accounts. Have you had a chance to ensure Contacts and Notes are enabled for each of your accounts? To do so, you can tap Settings > Passwords & Accounts, then tap an account to check the features that are enabled. You can see those steps, and further suggestions, in the following support article: If you're missing notes on your iPhone, iPad, or iPod touch - Apple Support

Additionally, I suggest viewing iCloud.com to see if the notes and contacts are viewable with the original Apple ID you were using on your iPhone: Use iCloud.com - Apple Support

If Notes and Contacts aren't enabled for any of your mail accounts, then I suggest checking to see if you have a backup created from when you were using the original Apple ID when the notes and contacts were still available: Locate backups of your iPhone, iPad, and iPod touch - Apple Support
