Is your iPad and MacBook signed in with the same Apple ID?

You can enable Sidecar in System Preferences > Sidecar.

If for some reason your iPad does not display in the list of available devices try connecting your iPad to your MacBook using a USB lead.

Thank you for this information, I thought I had read that Sidecar required a 2015 MacBook Pro.
