iCloud Drive using 1.12 GB of storage on iPhone despite being empty and turned off in iCloud settings

I'm trying to update my iPhone to IOS 13, but I don't have enough available storage because my iPhone storage says that I have 1.12 GB being used by iCloud Drive. I have never saved anything to iCloud Drive before.

I have tried disabling iCloud Drive in iCloud settings on my phone. I have also deleted all documents and data for iCloud Drive from "manage storage" in the iCloud settings on my phone. Additionally, I have logged in to iCloud from my computer and looked in my iCloud Drive itself, which is empty and also shows nothing in the recently deleted window.

iCloud Drive is the only thing on my phone that is even taking up over 1 GB of storage, and I have deleted everything possible to try to get my storage down to update IOS including a sweep of my apps, photos, notes, and messages. At this point I won't be able to update my phone ever again unless iCloud Drive stops taking up 1.12 GB of make believe storage.

Any suggestions are appreciated
