Contact priority call center?

I found this app in the store and downloaded it but nothing, I have fully reset my device without any backups and it still pops up, I have found out it only pops up when I’m connected to the internet though

I had to reset and restore from a backup.

No it’s on my whole screen and I need to click dismiss to get rid of it

If so how do I get rid of it? It pops up when ever, so it’s not just a certain app I’m using

I don’t know how to delete it, it is popping up on every app I use, it popped up again just now, i have scanned my device with mcafee security app and nothing

That app isn’t available in my country/region

Never mind it worked for a few hours than it started popping up again, I do t know how to undo the solved thing or delete the reply.

I’ve reset my phone wiping all apps, data and settings, and it still pops up, so I’m really confused,
