Cannot reactivate an old iPad

I recently located my old iPad (Wi-Fi only) and plan on giving it to my 6 y/o grandson, but unable to reactivate it (it has been dormant for several years). Connected to iTunes as some users suggested to try and restore, to no avail. Error message states: "...activation server cannot be reached ...". Please advise of what step(s) to take next or if this iPad is best suited to be discarded. Thank you!
