Problems with sound in iPhoto memories

Is anyone else having a problem with sound in the iPhoto’s memories albums?

When I edit a memories album on my iPad 11 pro (latest iOS 13) I turn the sound button to “on” (loud) for a video and hit “done” but when I save/close the memory and try to play it back it is turned “off” and there is no sound in the video. I keep turning it on and the program turns it off! Having the same issue on my iPhone XS Max.

I’ve tried everything .....even called Apple support (senior media advisor) but no help. Anyone, please!
