Unable to turn off dark mode on iPhone SE!I tried through Control center,display and brightness,and Siri!In Screen and brightness unable to press light mode button.Siri say that is turn off but nothing happened,and in Control Panel says Dark Mode off.....but it is the same!Sometimes light came for a second,and then again the same!Is it bug?

I suggest restarting your iPhone and testing the behavior: Restart your iPhone - Apple Support
If the behavior persists, let's have you reinstall the iOS software. Reinstalling iOS won't cause you to lose data with your iPhone. However, I suggest creating a backup with iTunes or iCloud first: How to back up your iPhone, iPad, and iPod touch - Apple Support
