”Updated” my ipad to IOS 13.1.2 today, BIG MISTAKE, it’s made my ipad almost unusable.

Unfortunately you will need to fully restore your iPad to factory settings.
Restore your iPhone, iPad, or iPod to factory settings - Apple Support
I would advise everyone update to iOS 13.2.2.
This fixes a bunch of issues.
I agree! This update is a complete and total failure! Issues and glitches galore— From keyboard to images to safari it’s BAD,BAD, BAD!
Thanks MichaelPM, it has solved most if not all problems created by the previous 'update'.
