How to get custom ringtone back on the phone?

I don't see the 'tones' option to sync a custom ringtone back to my restored iPhone. Google tells me this was a deliberate removal by Apple. How can I get my custom Ringtone back? I'm going to miss calls because I won't recognize anything new fast enough as mine, it was unique.....plus, it is great.

I have the ringtone files downloaded to my phone in Files.
