Hollow arrow permanently showing.

I have a hollow arrow permanently showing on top of my iPhone (ios 13.1.2) screen; how to fix?

An app or website is using Location Services. A hollow means that an item may receive your location under certain conditions.means that an item may receive your location under certain conditions.
