Xcode won't install

I'm trying to install Xcode, I have over 100GB of storage free and when I download the zip from developer.apple.com/download/more, when I try to unzip the folder, it says I still don't have enough storage. How can I resolve this issue?

As I see it, then I have 16,92 GB free on my disc. I have earlier have this program install, but have remove it to get more space. Now I have clear lot of space and need this program again.
