I have an iPhone SE running iOS 13.1.2
When I enter Settings, where my name appears at the top is greyed-out and I cannot access it to alter or up-date those settings. All the other settings are fine. Because of this I cannot configure my iCloud account.
Any suggestions?

Thanks for using Apple Support Communities! I see you have an issue with not being able to select your Apple ID in Settings, and I'd like to help out.
There is a setting within Screen Time that can restrict changes, and will affect the Apple ID.
Settings > Screen Time > Content & Privacy Restrictions > Account Changes > Click on "Allow".

If a passcode is requested, and you didn't set up Screen Time, check with who set it up on your iPhone.

Thanks for that. I resolved it in the end by buying a new phone! When I reset my old SE of course everything worked. It was getting a bit old to be fair and I don't think an SE liked being up-graded to iOS 13
