Why can't I update my macbook?
MacOS Catalina got released, I got the 13' MacBook Pro 2019, and when I try to get the update says "your macbook is up to date" but I still have Mojave. any help? thank you!

Upgrading always involves a full reinstall of macOS. Updating involves only modification of a few files. Changing to another major mac OS is upgrading.

Restart with Option-⌘-R = Upgrade to the latest macOS compatible with your Mac.
get to system preferences, software update and turn off automatically keep my Mac up to date and click update software and it should work
Oddly Apple's own Catalina installation instructions say "If you're using macOS Mojave, get macOS Catalina via Software Update: Choose Apple menu > System Preferences, then click Software Update."

Before doing any major changes to anything you make a backup first. Make multiple backups.
Is there an Apple Store near where you live?
Genius Bar appointment - Unfortunately Apple has made this tricky to get to directly. Go to https://www.apple.com/retail/geniusbar/ > Get hardware help. Select your hardware and continue selecting options requiring replacing parts until you see "Bring in for Repair" --> Sign in with Apple ID
Okay go to an Apple store and ask the "genius Bar" for help.
They've had me try everything under the sun like creating a new admin profile and now asking me to try it on another network. Nothing has worked. It upgraded to Mojave 10.14.6 just fine last night but nothing beyond that is available.
Neither method works for me. Trying to go thru the App Store gets me the message "The requested version of macOS is not available."
I've seen others report this issue but as yet have not seen a solution.

I’d prefer to not perform a full reinstall of macOS. I don’t want to wipe anything out. I just want to upgrade.
So this won’t wipe anything out, correct? This is my wife’s main laptop so I don’t want anything “missing” after I try this. My MacBook upgraded to Catalina just fine via the normal method.
I tried Option Command + R and it didn’t display Catalina. It only gave me the option to install Mojave.
I already have multiple times. So far they are unable to determine the cause or get me upgraded.
