App Store charged more than the Tier set by the Developer

According to a user, after she paid for a $31.99 non-consumable IAP, Apple showed the pending payment is $34.11 instead of $31.99 in the US App Store.

If I'm remembering it correctly, prices on the App Store are tax-included. So what is the extra payment for?

Ah, found the answer in another thread. That's the tax the customer paid based on the address she declared.
