Dark mode not working on Instagram.
I just downloaded the new iOS 13 and the dark mode works on Safari and a few others but not Instagram or FB. How can I activate it for those?

You can't. The Developers need to update their apps to support the Dark Mode. Instagram should already be supported now. If you enable the Dark Mode on your phone and then open Instagram, Instagram should also have a Dark Mode.
But that is not the case for every app, only Apple's own apps have the Dark Mode and some Apps like Instagram are updated yet. Be patient. Contact the developer of the app if you miss the dark mode in some Apps.
