Payment authorization failed

I live in Japan I want to buy an airport for a friend in the US and pay with a visa card. But when paying the message as shown below and does not continue.

"Your payment authorization failed on card ••• xxx. Please verify your information and try again, or try another payment method."

Please tell me how to pay when I'm living and using my Japanese visa card
