cannot create apfs volume on mojave

I have a 1 TB SSD drive in my MacBook Pro. I wanted to create a new apfs volume of about 50GB in order to install Catalina on it. However Disk Utility will only allow me to create a default new volume which is about 8GB. Whenever I try at attribute more space to the new volume, it fails to work. I get a com.apple.Storagekit error 118. Does anyone know how to resolve this?

In Disk Utility, click on the View item in the menubar and select Show All Devices.

Highlight the Disk, not any of the indented Volumes and then click on Partition,

this should now allow you to make an APFS volume on your disk where you

can install Catalina.
