This may not be what it seems; and likely is akin to adware or maleware, so better suited ideas
could include getting either (or both) the following free versions of software from their maker
sites; and both of these were created by fellow contributors to Apple support communities.
My macs have/run both malwarebytes for mac a few times a month; it runs free from maker's site.
~ And etrecheck and learned to use it; this can upload reports, to ASC too; for peer review.

I have the same problem and so far the only “solution” I have found is from www.howtoremove.guide but I am hesitant to download a program I know nothing about. I am surprised there is so little information available about this intrusive app.
Thank you for your suggestions. I had already run Malwarebytes but was not familiar with Etrecheck. After doing my best to eliminate custom strategic I ran both programs and neither found anything but so far the adware hasn’t restarted so hopefully it’s gone.
I selected force stop and then removed it, but it still comes back when I restart my MAC, and it freezes my safari ☹
Thank you all for your input. Etrecheck analysis pinpointed several culprits. I purged them and Safari did not freeze up this morning. Look to hope they do not return!
