I have recently updated to IOS 13.1.2 - and since then my onscreen keyboard frequently is not displayed when I enable an area that allows for text entry such as a search bar, or any part of an email (the To, CC, BCC Subject mail body are) etc. The only detour I have found is to power down and restart.
Has anyone else had similar experience

Try resetting iPad's settings in Settings > General > Reset > Reset All Settings. Be certain you do not select Erase All Content and Settings as this will erase all of your information. It is a good idea to perform a backup of your iPad prior to resetting its settings.

The next software update seems to have cured it. Everything back to normal now.
