Receiving photos/group texts from non-iPhone users

Why can I not receive a photo from an android user unless my data is on? I am mainly always connected to WiFi so I can go days without knowing someone has sent me a picture or a super long text at times. Also when I am included in group messages that not everybody is an iPhone user I can only receive those when my data is turned on. And yes I have the send as SMS on.

Is there a way to fix this?

iPhone 7 Plus, iOS 13

To receive Photos from non-iOS users you need to keep MMS messaging On if your carrier supports

iMessage will only work either through WiFi or Cellular Data. If both are not present it will be sent as SMS/MMS

Set up Messages on iPhone

  • In the Messages app , you can send text messages as SMS/MMS messages through your cellular service, or with iMessage over Wi-Fi or cellular service to people who use iPhone, iPad, iPod touch, or a Mac. Texts you send and receive using iMessages don’t count against your SMS/MMS allowances in your cellular messaging plan, but cellular data rates may apply.
