Upgrade Compatibility Issues
Since I upgraded to macOS Catalina my PT-P700 label maker will not work with the new OS. Any suggestions short of buying a new label maker that connects to the Mac?

As dicussed in this document, many fairly old applications will stop working after upgrading to macOS Catalina. Apple has been warning about this for over a year now. --> 32-bit app compatibility with macOS High Sierra 10.13.4 and later - https://support.apple.com/HT208436
See if your printer maker has issued a 64 bit driver. If not, the only option is to make a second boot drive with an earlier macOS and boot from it when using the printer.
