iOS 13.1.3 - App Store and iTunes Store not loading on Cellular!

Since I have updated my 8 plus to iOS 13 the App Store and iTunes Store do not load at all on cellular (4G) only on WiFi which is not convent. I would have thought that this latest update would have fixed the bug.

Is there a work around to fix this issue and is it a known bug.

Both apps are now working on 4G cellular. There must have been a bug/glitch in the system somewhere.
