Shortcuts Automation: Wifi Trigger

I've been using automation in the shortcuts app and it's working great except for the Wifi Trigger.

I'm using the "Personal Automation", the one that runs on "a personal iPhone or iPad" as I do not own any Home Hub.

I tried some triggers like "When Airplane Mode is turned on" to start a 5 minutes timer and it works but when I try using the Wifi Trigger nothing seems to run. I tried manually disconnecting then reconnecting, leaving the range and re-entering it, turning airplane mode on then off... I'm running out of ideas.

Is it a bug or is there something I didn't understand?

I'm trying this from an iPhone XR running iOS 13.1.2 and what seems to be the latest version of the Shortcuts app but can't seem to find it anywhere...

I’m having the same issue on my iPad Air2. That is, the Wi-fi settings personal automation does nothing when I connect to a Wi-fi network. The airplane mode settings automation works as expected on the iPad. Additionally, I have set up the same Wi-fi settings automation on an iPhone SE .. and it works. That is, a notification/alert is displayed on the iPhone before the automation is run to confirm that it should be run. In my case, the iPad is using iPadOS 13.2.3 and the iPhone is using iOS 13.2.3, so both at the latest functional fix level. There is no obvious difference in setup. This looks like a bug affecting specific devices to me.
