How to stop photos from backing up?

Hi, so my iCloud backup fails every time because I have more photos than my iCloud account capacity. I'd like for it to backup everything apart from the photos. That would solve a lot of my problems. Is there any way to make iCloud backup without backing up photos?

iPhone X, iOS 13

You have an iCloud storage issue. Removing photos or other content is your solution. Or purchasing more iCloud storage.

Enable the iCloud Photo Library and photos will not be in a backup.

Settings > [your name] > iCloud > Photos > iCloud Photos to ON.

However, you will still need the same amount of iCloud storage space. This does not save storage space in iCloud.
