You said subscribed. Does that mean you no longer subscribe? If so, naturally you would have to pay for additional music.
I subscribed to Apple Music. That means I subscribed. If I had unsubscribed I would have said unsubscribed.

If you have Apple Music, you can listen to and download unlimited music through the Music app, all included in your $9.99/month. Once you stop paying, you'll lose access to that music.
If, however, you go to the iTunes Store, you can buy music that is yours to keep. That's an entirely separate thing from Apple Music.
