Podcast App crashing iOS 13

The podcast app keeps crashing seconds after I opened it. I am using an iPhone XS running iOS 13.1.3 but it has been happening since I updated to iOS 13.1.2. My podcasts were also not syncing to my Apple Watch series 4 running Watch OS 6 before the Podcast app started crashing in iOS 13.1.2.

I had the same problem, except I don't have the Apple Watch. I'm running an iPhone 8+, IOS 13.2.3. When I set the settings listed below, it began to work again. I don't think that I was able to fix the problem, just seemed to be a good work around. Please note, that I sync my podcasts from iTunes only. I do not do any downloads directly to my iPhone. Apple Support was not able to help me at all. Once I disabled the Cellular Data and the problem was fixed, they immediately took credit for fixing the problem.

Background App Refresh -> off

Cellular Data -> off

Sync Podcasts -> On

Block Downloads Over Cellular - off

Continuous Playback -> On

Refresh Every -> Manually

Download Episodes -> off

Delete Played Episodes -> On

SOLVED! For anyone still experiencing this problem, I also failed to get any of the suggested solutions to fix this (tried the “one second App hold”, uninstalling the app, cycling my phone after hard reboot, etc) BUT I finally got it fixed after double checking in my settings to see if there was an IOS software update ready to be installed. And there was🤦🏼‍♂️

So I downloaded IOS 13.2.3 and... YAHTZEE!!!!
