If this is the latest MBP then yes of course you can install the latest macOS Catalina

I have a Mac book pro and I do not have an os I bought the computer used on eBay without a HDD. that's why I asked if I can buy a HDD and a OS and install it. the computer is a Mac book pro model #A1278

Changing the hard drive won’t change the upgrade requirements.
