Since upgrading to Catalina, when viewing an inline PDF from a website, the PDF opens in the browser and the toolbar at the bottom middle of the browser appears when the cursor hovers over it, however +/- zoom buttons work but the 'open in preview' and 'download' buttons just flash but no longer so anything.
Is there a way to restore their functionality?

please close this, the PDF did not have a .pdf filename, once this was added the save and open in preview started working again.
