Can't open web-based PDF in preview

Since updating to Catalina, Preview no longer opens up web based downloadable PDF. When you go to the bottom of the webpage while the zoom in/out, open and download icons are still present nothing happens when you try to open and/or download the PDF. When you right click on the document to "Open with Preview" still nothing happens. Preview is my default PDF application. Any help would be appreciated as it severely impacting on my work

Okay, the link you posted opens the PDF in a new tab for me which is what I would expect. If I right/control click the link and choose "Download Linked File" it downloads the file. What it doesn't do is automatically open the PDF in Preview if that's the issue. Let me know if that's what you meant.
