I clicked on an old saved bank web site on a Mac Book Pro that I haven’t used in 10 years, and I immediately received a Phishing warning, and a bunch of boxes, and could not shut my Safari or my computer down without forcing it off.

Do I erase and wipe my computer clean and restore from I cloud to get this potential bug out of my computer? Each time I open Safari now, my computer is stalled by all of these warnings, and I am unable to shut if down properly.

No.

Simply reboot your Mac. When you launch Safari hold the shift key down—this will launch as fresh Safari, not the old page with all the popups etc.

If in doubt and If you suspect you have installed adware/malware. Try running this trusted utility https://www.malwarebytes.com/mac/

If the above doesn't work, are you running any anti - virus programs? Using a VPN?

Try the Safe Mode.

Safe Mode - About

If it works in the Safe Mode, try running this program when booted normally and then copy and paste the output in a reply. The program was created by Etresoft, a frequent contributor.  Please use copy and paste as screen shots can be hard to read. Click “Share Report” button in the toolbar, select “Copy to Clipboard” and then paste into a reply. This will show what is running on your computer. No personal information is shown. If the log won’t post, try posting it in Pastebin and provide a link in a reply. After pasting the report in a PasteBin page, go to the top of the page, and copy the address in the URL bar. Paste that in a new reply.        Pastebin
