I used to be able to drag files into icloud on my PC and then download them from the iCloud Files app to my iPhone using the Save feature. Now, the download option from the iCloud Files app is gone. I'm only able to send the file. How can I download and save files from iCloud to my iPhone again?

I’m unclear as to what you are doing. If I want to download a file from iCloud Drive on my phone, I open the app in which the file resides, find the file and tap the download icon which is the cloud icon with arrow pointing down.
Edit - I failed to notice that you want to save a video. Try tapping and holding down on the video thumbnail to get an options menu. Swipe down in the window to get to the Share icon in the options window and there is a Save Video in the share sheet options. That will save the video to the photos app.

I understand your frustration and really am trying to help. I’m still not sure how you and your husband get to that point in iCloud Drive.
On my iPhone, I open the Files app, tap on iCloud Drive, navigate to the app where my videos resides, tap and hold down on the little thumbnail and I am presented with this. You can see the little video thumbnail at the top.
If I tap on the Share option, I have a Save Video option in the next screen.
Which app are you saving the videos into in iCloud Drive on your PC? I can save videos from DropBox and from the Documents by Readdle app in iCloud drive.
Can you have him send you a screenshot that you can post and of course leave out any personal information.
Thanks for your reply. I've just installed iOS 13.1.3 and no longer have the ability to download from the Files app (holds my iCloud Drive files) to my iPhone. My husband and I have the same exact phone, yet when he presses on the file, a menu pops up that gives him the option to "Save Video." I don't have this option for some reason. How can I get this option?
I create a video on my PC and drag the file into my iCloud Drive (I go to www.icloud.com, log in, and tap on "iCould Drive" to access my iCloud Drive). Before yesterday (when I downloaded the new iOS 13.1.3), I would open the "Files" app on my iPhone, click on the file that I wanted to save to my iPhone and it would open. I would then click on the square with the arrow pointing up and a menu would show up that gave me the option to save the video. I would click on this option and would then be able to view the file in my Photos. This no longer works for me. I see that my husband has the option to do this on his phone with the same file, but I don't get the option to "Save Video" on my phone. Our phones are identical. It must be a setting somewhere. So frustrating.
