I can’t turn off screen time

Ok so I know this may sound stupid but I can’t turn off screen time, like it doesn’t even pop up at the very bottom of my screen as an option to turn it off. Can someone tell me a solution to fix it?

iPhone 11, iOS 13

No restrictions or profiles cuz I just got the phone today and I didn’t have any restrictions in the first place so what do I do now?

Do a : Restart your iPhone - Apple Support

If no joy, make a genius bar appointment with Apple for an evaluation.

They have diagnostic tools and can tell you what options you have.

Here:

Settings > Screen Time > scroll to the bottom and in red "Turn off Screen Time"

I see you also do not have "Use Screen Time Passcode"

Check if you have Restrictions set or a Profile installed.
