Cannot open PDF’s received in email after iOS 13 update

After updating to IOS 13 I cannot open PDF’s. When I tap them in the email body the image changes to a zip file look but still says .pdf as the file. Has anyone found a solution for this?

pdf markups on iPad turning up blank when emailed Hi, I have been marking up pdfs in my new iPad pro, saving them to 'Files' and sending them as attachments to emails. At the other end, they are turning up blank. Any idea of what I am doing wrong? Many thanks for your help :)

Long-press the PDF document > Open in Books.
