In the dock that holds your three previously opened apps, some apps will not open, such as Instagram and Amazon. Both apps have been updated so no issues with the apps. I’m sure there could be others with this glitch, I didn’t test all my apps.

Yes, I have seen others report it. It happened to me once or restore as well. What fixed it for me was to force close the non responsive apps in the dock and restart my iPad. After this happens to me the second time, it hasn’t occurred since.
I’m not saying it will work for you and from what I have read, it seems to only be a temporary fix for other users if it even works at all. You should leave feedback for Apple.
